JEMS Conducts Demo Classes for School Bus Safety

 

Jonesville Elementary/Middle School organized demo classes on school bus safety for students. In this class, students learned about how to safely move out of a school bus at the time of emergencies.

During these classes, students were given the opportunity to use the school bus emergency exits properly. Also, they are able to learn how to get off the bus without any support from elders and, thereby, help others to get off the bus safely.

The exercise was conducted in the parking place of the school, the place where students used to get on and off the school bus daily. School authorities as well as parents thanked the efforts taken by school bus drivers to make children aware of emergency procedures.

CBSE makes Women Attendants Compulsory in School Buses

 

By altering the laws for schools, CBSE (Central Board of Secondary Education) has taken a further step to ensure school bus safety for students. As a result of this, a woman attendant is made compulsory in school buses.

As per the guidelines put forth by the Board, every school bus should make an arrangement for a female attendant to accompany children. This helps to provide student safety throughout the school bus journey.

Joseph Emmanuel, CBSE secretary, has informed to all affiliated schools that it is both the  responsibility of school management and principal to successfully implement the above laws.

Nevertheless, most of the reputed CBSE schools are now ignoring all guidelines of Supreme Court and the CBSE board. The reason for this is that most school bus students are transported  by private bus operators who claim that at the time of any mishaps or accidents, school authorities run from their responsibility, leaving the operators to face the consequences exclusively. Hence, they boycott every school bus safety rules.

It was said by a bus operator that the rules cannot be enforced, as parents may not be able to afford a highly equipped bus. Also, he added that the policy makers only consider major city regions of New Delhi and ignores the small cities in Delhi.

Dubai Taxi Corporation Introduced Smart Buses with Latest Technologies

 

Dubai Taxi Corporation (DTC) introduced smart buses with latest technologies. DTC took this initiative for making school transport service of the Dubai government excellent and safe. It has been reported that about 3000 students from eight schools participated in the service.

Mohammed Said Al Dhuhori, who is the Director of DTC's School Transport, said that new buses will be installed with surveillance cameras, which is connected to monitors of the DTC's Control Center.

The cameras can track each and every movement of student activities, including sitting and descending from the school bus. Also, he added that buses will be fitted with GPS tracking system which gives instant notification to and from school to parents.

For more safety, every school buses have also fitted a switch, which needs to be disabled by driver whenever the bus stops. This helps drivers  to check whether students have left the school bus.

Al Dhuhori added that, for getting this school bus transport service, one can either dial DTC's Customer Service Center number 042080555 or visit any school's customer service staff. He also informed that smart buses have been chosen as the bus that obey various guidelines issued by the Public Transport Agency and world's highest school transportation service.

“Female School Bus Attendant Compulsory”, says State Road Transport Authority of Madhya Pradesh

 

State Road Transport Authority of Madhya Pradesh made female school bus attendant compulsory to ensure school bus safety for girls.

The decision was taken in response to Supreme Court guideline which mentions that school authorities should compulsorily appoint female school bus attendants.

"There must be a female attendant/teacher/female driver or conductor in the bus when it is ferrying girl students," the guideline states.

Girl students may feel unsafe and uncomfortable if there is no female attendant in the school bus. To avoid such situation, principal or co-ordinator must take initiative to appoint female school bus attendant. 

Indore regional transport office said that school bus management approved the resolution for safe and secure school bus journey for girl students.

 "The RTA has passed a resolution on Monday in which it has made it clear that every school has to have at least one female attendant on all of their buses which are used to ferry girl students", said Indore regional transport officer, MP Singh.

The new resolution will be circulated to all schools of the district. "This will also allow transport department to initiate legal action against the school management or authorities if they fail to abide by this rule," Singh added.

Half of School Girls Face Sexual Harassment on the Way to School

 

It is found that half of school girls face sexual harassment while traveling to and from school.

 

After a survey conducted by NGO, it was found that 52% of girls experienced leering and staring followed by touching, pinching and groping.

 

Students in Karnataka, UP, Jharkhand, Bihar, Haryana and Delhi said 47 per cent of such incidents happen during morning hours when they go to school and 48 per cent during their return.

 

It is confessed by school girls that 52% harassment happens at bus stops and 23% happens within school or college compounds.

 

An NGO in New Delhi named Breakthrough started an online campaign called #MakeitSafer is introduced to advocate safe and harassment-free journey of young girls between their schools and homes.

 

This issue was addressed by Breakthrough country director."Sexual harassment has severe ramifications on a girl's life that reflect in communities in the forms of school dropouts, early marriage and also early motherhood. Our 'MakeitSafer' campaign intends to address this problem at large to advocate the safety of girls with the support of local, regional and national stakeholders", said Sonali Khan.

 

#MakeitSafer campaign is the largest programme against sexual harassment by Breakthrough.

Government Confirms GPS Auto Meters In Six Months

 

Chennai: As per plan, Chennai auto meters will be enabled with GPS meters and issue printed receipts within about six months.  When high court asked about the timeframe required to implement meters having printers and GPS in Tamil Nadu autorickshaws, the state government on Monday confirmed that the tender process to procure of such meters would be opened on October 7.

Failing to install GPS-empowered meters for autos even two years after the declaration, the State government on Monday submitted to the High Court that it will without a doubt follow the instruction in the next eight months.

October 30, 2014 order had laid down eight directions along with revised fares depending upon the fuel price variation, toll-free number for lodging complaints and display of the driver’s details in the vehicle. Even though the petrol price has come down to Rs 61.46 from Rs 74.49 per litre, there has been no revision of fares.

A 13 member committee formulated from various departments had been established to prepare technical specifications and standards for equipping GPS-enabled electronic digital fare meters along with printers in autorickshaws operating in Chennai metropolitan area.

On September 29, 2013, a government order was passed for this. As per a government order dated June 26, 2014, ELCOT was entrusted with the work of procuring such meters.

A tender was glided for acquirement, of digital meters and was notified on July 20, 2015. The opening date of the tender was September 4, 2015, but it was extended as a result of numerous queries raised in respect of the tender. The extended date is October 7, 2015.

Additional government pleader confirmed the court that within a period of two months, the tender will be confirmed and to implement the scheme, successful bidder would be given six months.

"In the unforeseen eventuality of any delay, the authorities shall be bound to move this court for extension of time." the judges said, taking the assurance of the state government on record.

Gang-Rape Accused Tracked With GPS

 

Delhi Police on Saturday arrested a Meru cab driver involved in the gang rape of a woman in west Delhi. The 37-year-old victim identified the location of the vehicles at the spot. On the basis of Global Positioning System (GPS), a list of names as well as the address of Meru Cab drivers was provided.

“All of them were detained, and the accused was identified by the woman,” said a police officer. Within hours, other culprits were also tracked by the police. According to sources, the victim knew the accused. 

The woman claimed that she was forced into the cab and was gang-raped by five men on Friday. She was taken to a shop after allegedly driven around west Delhi

She was let off at 4:30 am on Friday after that her statement was recorded by a team from Paschim Vihar police station. Police contacted the Meru headquarters after she identified the vehicle.

“They cooperated with the investigating team and provided a list of suspects within an hour,” the officer added.

According to Meru the ability to track the location of a cab in “real-time” through GPS technology helps to provide security during emergency.

The cab firm confirmed that the driver was employed only after background check. During questioning, the accused revealed that they did not expect the woman would approach the police. One of the accused had threatened that they would kill her and her children.

The women said that she was kidnapped in Sagarpur near Paschim Vihar and then they took her to a puncture repair shop in Peeragarhi and gang raped her.

From the spot where she was kidnapped the shop is about 15 kilometres away. The investigation team is now trying to find whether the five accused have attacked any other woman in the past. So far no criminal records have been emerged.

School Bus Safety Awareness Seminar

 

Navi Mumbai: The Global Success Foundation (GSF) in association with Vashi deputy RTO organised a school bus safety awareness seminar recently in the city.

There are a lot of safety measures schools need to adapt in order to ensure the safe transportation of children. The sole purpose of the programme was to focus on these measures.

A GSF representative talked about various safety measures and highlighted the need of medical testing of all drivers twice every year by the school and the importance of bus inspection thoroughly every day.

“The safety of school children should be of utmost importance. This seminar is a reminder to students, schools and parents about the safety measures they can take.” said Sachin Adhikari, founder and managing trustee, GSF

The school management said that, parents should take some responsibility. He also suggested that safety drills must be introduced in schools to deal with emergency.

The seminar also discussed about various guidelines like employing sufficient bus attendants, importance of the common agreement between school authorities and bus operators and checking emergency exits. All these can be implemented by the Education Board.

Safety for Sale: Parents to Buy Safe School Ride for Children

 

For the safe transportation of children, majority of the school buses have installed CCTV cameras and GPS system. But safety doesn’t come for free. Parents have to pay Rs 200 extra per month as school bus fees.

The new buses have been implemented from August. In addition to the school bus fee which varies from Rs 950 to Rs 1,850 per month, 200 rupees will be charged extra. 

Depending on the routes, bus operators are charging Rs 750-Rs 1, 650 compared to the charges varied from Rs 600 to Rs 1,500, last year.  The school bus fees have been increased to 21 per cent by SBOA in April.

The School Bus Owners’ Welfare Association decided to hike the fees claiming that the maintenance charge for the safety measures can cost more. President of the SBOA, Manjit Singh Saini, said, “The hike is reasonable, it should not bother the parents since we have spent over Rs 10,000 on each of the buses to install the cameras and GPS. Parents should know that this system has been implemented for the safety of their children. So, paying Rs 200 extra for their children’s safety is not a big deal.”

Most school bus operates are on contract since the responsibility of hiring lady attendants for the buses came to the private contractor. The contractor will pay only for the lady attendant salary.

Manjith confirmed that lady attendants have been hired for the school bus along with the installation of GPS and CCTV cameras.  He said that by August all the buses will be equipped with necessary safety measures.

School heads believe that even local buses need to install CCTV cameras and GPS system. They are of the opinion that auto rickshaws and the Tata Magic mini-vans must be immediately banned because they carry more than 10-15 children.

HS Mamik, chairperson of Vivek High School, Sector 38, said, “It is the responsibility of the administration to safeguard the local buses also by installing the CCTV cameras and the GPS system.”

Kamlesh Kumar, the director public instructions (Schools) said that women safety can be ensured only with the installation of CCTV cameras and GPS system in local buses.
